WEST VALLEY CITY, Utah — Colliers announced the sale of Franklin Campus, a 312,234-square-foot, five-building office campus in West Valley City, to the State of Utah for $40 million. Brokered by Colliers Chairman Brandon Fugal and Managing Director Chris Kirk, the acquisition establishes a permanent home for the Utah Department of Health and Human Services.

“This landmark acquisition secures a campus capable of meeting Utah’s operational needs for decades to come,” said Fugal. “Acquiring an asset of this quality at a fraction of replacement cost reflects responsible stewardship of public resources while creating lasting value for the State.”

Originally developed to serve as FranklinCovey’s corporate headquarters, the property was purpose-built for the demands of a major institutional occupier. The 21.7-acre campus features expansive floor plates, abundant parking and a comprehensive amenity package, including a cafeteria, fitness center and auditorium, providing the infrastructure and capacity needed to accommodate a statewide government workforce from day one.

Large institutional campuses have become increasingly difficult to replace as construction costs rise and development timelines lengthen. Organizations pursuing facilities of comparable scale often face years of planning, entitlement and construction before bringing them online.
