SALT LAKE CITY — Land Advisors Organization’s Salt Lake City office announces the successful annexation and re-zoning approval of a 144-acre parcel known as Foothill Orchards, formerly known as Provo Canyon Estates, the last large undeveloped tract of land in the area. The parcel, which is in the foothills of Wasatch Mountain State Park and in proximity to Bingham Young University, is located at 5078 North Canyon Road in Provo, UT. The site was purchased by a local developer earlier this year, following the unanimously approved annexation of the property by Provo’s City Council and surrounding landowners in December 2025.
Last week’s unanimous vote (7-0) by the Provo City Council approved the re-zoning of the annexed land, allowing for up to 75 single-family lots and 50 townhomes. The move follows decades of divide and multiple unsuccessful attempts to annex and develop the land. Zach Hartman of Land Advisors Organization facilitated the annexation and rezoning of the site, achieving full support by area landowners by hosting community meetings, which provided the community opportunities to weigh-in on their priorities for the site. Major community priorities being incorporated into the plan involve the preservation of the area’s historical character, its orchards and the area’s rural equestrian feel.
“We appreciate the diligent work by City of Provo staff, who were instrumental in bringing together the parties in this case so that Provo Canyon Estates can become a new community and an asset to the residents of Provo,” said Hartman. “While many have failed in attempts to annex and develop this large property in the past, transparency and collaboration with the community and the surrounding landowners provided the way forward.”
