DRAPER, Utah — The Point of the Mountain State Land Authority announced the release of a Request for Statements of Qualifications (RFSQ) seeking one or more private-sector developer/builder to deliver approximately 50 acres of for-sale housing within the River District at The Point, marking another significant milestone in the transformation of the former Utah State Prison site.
The multi-stage procurement invites qualified developers and homebuilders to help create a vibrant, residential neighborhood featuring a mix of single-family homes, townhomes and condominiums designed for owner-occupants. The River District is anticipated to accommodate approximately 800-900 units and will be developed concurrently with the first phase of The Point’s mixed-use district, which is already under construction.
Located immediately west of Porter Rockwell Boulevard and adjacent to the planned FrontRunner station, the River District will expand homeownership opportunities within the rapidly growing region while complementing the retail, entertainment, innovation and multifamily development already underway at The Point.

This creates new opportunities for Utah families to achieve homeownership in a high-quality, innovative community with access to jobs, transportation, recreation, and other amenities, creating lasting value for generations of Utahns.”
The Point’s River District is envisioned as a model for architectural excellence, housing attainability and seamless connections to parks, trails and transit. The Point is encouraging creative proposals that embrace these principles while delivering market-responsive housing options.
Backbone infrastructure supporting the River District is already underway. Porter Rockwell Boulevard is expected to be completed by late 2026, while the adjacent roads are anticipated to be completed in summer 2027. Vertical construction within the River District is expected to begin in spring 2028.

The procurement process will begin with a Request for Statements of Qualifications, followed by a Request for Proposals for shortlisted teams. Statements of Qualifications are due August 14, 2026, with finalist teams expected to be announced by the end of August. The Point anticipates selecting one or more developer/builders by the end of 2026.
