LEHI, Utah — The Military Installation Development Authority (MIDA) announced its support for Lunar Resources’ planned HELIX-1 manufacturing facility at Camp Williams in MIDA’s Utah National Guard Project Area, a major aerospace and defense project that will strengthen Utah’s position in advanced manufacturing, pulsed-power technology, and military innovation.
The MIDA Board of Directors approved a ground sublease agreement between MIDA and Lunar Resources, subject to Legislative Management Committee finalization. Lunar Resources, a Texas-based advanced technology company, develops pulsed-power and directed-energy systems for defense, energy, aerospace, power transmission, industrial systems, and next-generation space infrastructure. The HELIX-1 facility is planned to be the largest pulsed-power manufacturing operation in the country and will support technologies tied to America’s national security and industrial competitiveness.
The project is projected to create 420 new jobs, generate more than $188 million in wages over 10 years, and bring nearly $85 million in capital investment to Utah. During that same period, the state estimates the project will produce nearly $48 million in new state tax revenue.
The Utah Governor’s Office of Economic Opportunity approved a post-performance tax credit through the state’s Economic Development Tax Increment Financing program. Under the agreement, Lunar Resources may qualify for a 30% state tax rebate over 10 years if the company meets required performance benchmarks.

Lunar Resources’ work in pulsed-power and directed energy technology supports capabilities increasingly relevant to modern defense, including counter-unmanned aerial systems, critical infrastructure protection, electronic systems resilience, and advanced aerospace and space applications. Its expansion reflects Utah’s ability to attract companies operating at the intersection of advanced manufacturing, energy systems, aerospace, and national defense.
