SALT LAKE CITY — JLL and Millstream Partners (Millstream) announced that White Rock Business Park, a 180-acre industrial land parcel in Willard, Utah, has been inducted into the Utah Inland Port Authority’s (UIPA) Golden Spike Project Area. The site is owned and being developed by Millstream and offers premier accessibility for industrial users seeking large-scale, incentive-eligible land opportunities in Northern Utah.
JLL Vice Chairman Wick Udy and Managing Director Culum Mills are marketing the land for lease, sale or build-to-suit development on behalf of the landlord.
White Rock Business Park is strategically located just north of Ogden and directly off I-15, offering unmatched visibility and connectivity. The site draws from both Weber and Box Elder County labor pools and is eligible for a variety of state and municipal incentives, including UIPA’s Inland Port benefits and the state’s Rural Economic Development Tax Increment Financing (REDTIF) program. Utilities, including heavy power, are anticipated to be delivered in late 2026 or early 2027.
