SPENCER ECCLES stepped down as Gov. Gary Herbert's executive director of the Governor's Office of Economic Development to launch a private equity firm, called The Cynosure Group, which will be led by Eccles and his two partners, RANDAL QUARLES and HERBERT SCRUGGS. The group will source, evaluate and manage direct equity investments in small to mid-sized companies.
